I had the same problem, and your workaround works well. You can hold the switcher applet (and the switcher keyboard-shortcut) by executing setxkbmap -layout de,us as a startup application. This will work if the topmost listed layout in keyboard settings is US keyboard. If not, then command must be setxkbmap -layout us,de.I think is a strange bug in cinnamon or gnome keyboard settings

I particularly use Colemak and I think many others programmers also do.You can also try Dvorak or Programmer Dvorak if you are more "hardcore" (these layouts change the position of almost 100% of keys from QWERTY)But if you do not want to change, you can still use QWERTY. Since it's the most widely used layout, even for programmers, you wo not have any compatibility issues changing the keyboard layout across different devices. I think the better practice to improve your typing skills , besides the layout, is to learn how to do Touch Typing (typing without seeing the keyboard, just by muscle memory)

How to avoid keyboard layout automatically changing on windows
I've been getting this problem too as my macbook has it's own non-standard keyboard settings. Windows works by opening any new window in the DEFAULT language. I have found a workaround for this though. When I plug in my USB keyboard (which requires different language settings) I:Any windows opened after this point will use the default language setting.However, any window which was opened before the default language change will still be in the previous language setting so windows will change languages if you switch to it (so you will need to switch those ones manually).I hope that helps!
