I assume you are talking about a touchpad, which functions as a mouse, but is not one. There's nothing to stop you from installing a USB or wireless mouse which will function independently from the touchpad. You could also delete the touchpad in Device manger to force a reinstall or look for updated drivers

If the cable is damaged, then your computer would stop detecting it (hence the cursor stops moving); it then picks it up again (resulting in the ping noise), and thus you can move it again. This could either be a problem with the mouse itself or the USB port it's plugged into.

Open the ball compartment and take the ball out. If there are dust on it I suggest wiping them away. But mainly the problem is not the ball, it's the rollers in the mouse which the ball moves. Over time there will be a lot of grey stuff clung on to them. You have to scratch them off, and make sure they do not fall somewhere into the mouse. The ideal way is to peel/break one point off, and slowly taking the rest off in a strand. It takes practice xD I've become quite good at it
