Another way of thinking, if Numlock cannot be turned on, I just need to prevent the computer from recognizing the Clear command.

Here I use the free open source Karabiner , Karabiner is a relatively well-known key remapping tool under the Mac platform. It supports separate configuration of each keyboard device. In this way, if I set the Clear command of the small keyboard to be empty, it will not affect the normal Clear button of the large keyboard.
